Tri-Cities Residential Services Programs are focused to assist individuals enhancing their self esteem, personal growth, self sufficiency, and quality of life by providing training and support in areas such as:
• Health and Safety
• Enhancing personal value and status
• Exercising personal power and choice
• Exposure to and involvement in community activities
• Encouraging relationships with friends and families
• Development of competencies to manage daily activities and pursue personal goals

TCRS provides quality staff, who are fully trained, supervised, bonded and covered for all state and federal benefits and obligations.

Through contracts with the Division of Developmental Disabilities (DDD) TCRS offers training and support to individuals with development disabilities in their own homes and communities. TCRS programs offer services ranging from 24-hour direct support to periodic visits.

Eligibility

Individuals served must be on the case load of the Division of Developmental Disabilities. To be eligible for DDD an individual must have an IQ of 69 or below and or a physical disability prior to the age of 18. Residential supports are provided for individuals 18 years and above. Services provided are designed to reflect the individuals level of independence in meeting daily activities and their health and safety needs. Services also reflect the personal interests, goals, wishes, and abilities of the individual. Customer service, creativity, flexibility, respect and dignity, and honoring the rights and feelings individuals is the hallmark of the services TCRS provides.

Current programs offered through contracts with DDD are:

Supported Living:
Supported living provides support to individuals who live in their own apartments. Some individuals have roommates or are married. Individuals receive staff supports ranging from 10 hours per month to 56 hours per month. Staffing schedules are based on the needs and desires of the individuals served. Staff are available to individuals on a 24-hour basis through an emergency pager system.

Supported Living with 24 hour support:
For individuals needing 24-hour staffing support, their needs are met through our Supported Living with 24-hour supports program.  Individuals is our 24-hour programs may need extra supports because of medical needs, mental health needs, or it is their first experience living on their own.  Households in our 24-hour programs consist of single person households with 24-hour supports up to 4 person households w/ multiple staff support 24 hours per day.  Each individual has their own staffing schedule based on their needs and desires.

Home Care Services:
As a certified home care agency, TCRS provides Medicaid Personal Care services to eligible individuals in the own homes or with their families. Eligibility for services is determined by the referring agency and nurse.

Services are offered 24 hours per day seven days per week.
Services offered are:
• Meal preparation
• Bathing
• Dressing
• Shopping
• Transportation
• Household Assistance
• Personal hygiene
• Body care

• Eating Assistance
• Toileting
• Self- Medication Assistance
• Transfer positioning

Home Care Services are also offered on a fee for service basis.

Financial Resource Management

TCRS provides Representative Payee services to individuals with or without disabilities. Services provided include:
• Bill paying
• Developing a budget
• Training in money management
• Setting up bank accounts
• Liason with funding sources for individuals
• Trust management

Protective Payee
Through a contract with state DSHS-CSO, TCRS provides Protective Payee services for individuals receiving state cash grants through GAU, AFDC, and TANF.

Community Living:
The Community Living Program provides Representative Payee services for individuals receiving Social Security (SSI and/or SSA) benefits. This is a fee for service program and the fee is established by Social Securing guidelines. We currently provide Representative Payee services for children and adults.
